2. Statutory Fair Dealing Doctrine (Section 52(1)(q))

does NOT constitute an infringement of copyright. All tender notifications, RFP documents, BOQ schedules, evaluation matrices, and contract award records indexed on SCL Tender are official government procurement records published for public transparency and competitive bidding.
3. Trademark Acknowledgement
"GeM", "Government e-Marketplace", and the GeM logo are registered trademarks of GeM SPV (Government e-Marketplace Special Purpose Vehicle under the Ministry of Commerce & Industry, Government of India).
The use of the word "GeM" on this platform is purely descriptive and nominative to indicate the origin and compatibility of procurement records under the Trademarks Act, 1999. SCL Tender claims no proprietary rights over Government of India trademarks.
